The planning programme will guide infrastructure investment, urban development and sustainable growth across the Tashkent region.

Global engineering and consulting firm Arup has been appointed to develop a new regional planning strategy for Uzbekistan's Tashkent region, working alongside local partner IKS Consulting.

Announced on 8 October 2026, the commission includes an integrated regional strategy, four district spatial plans and associated masterplans. The initiative forms part of Uzbekistan's broader efforts to improve regional development and support the country's Vision 2030 objectives.

Connecting Urban Growth with Regional Development

Unlike planning projects focused on individual buildings or developments, this assignment takes a wider approach to land use, infrastructure and economic growth.

The plans will examine opportunities to improve connections between urban and rural communities while supporting investment in transport, tourism, infrastructure and agricultural processing.

Community participation will also form part of the planning process, helping local authorities consider the needs of residents as development priorities are established.

A Collaborative Planning Programme

The commission was awarded through the project implementation unit within Uzbekistan's Ministry of Economy and Finance, with funding from the World Bank and the Asian Infrastructure Investment Bank.

Arup will lead the assignment in collaboration with IKS Consulting, regional authorities and local stakeholders.

For architects, urban planners and infrastructure professionals, the programme offers an example of how regional strategies and detailed district plans can be developed together to guide future investment.

The appointment marks the beginning of the planning assignment rather than the completion of the proposed masterplans.
